As Sir A. Caldecott pointed out in 1937,
there is nothing that we can do to prevent
the development of a port at Whampoa, if
sufficient finance is forthcoming for the
enterprise; but Hong Kong interests have
not, so far, been very disturbed at the
prospect. ilong Kong would always have great
natural advantages, which would tend to
economy of working. It is true that, if the
Japanese or any other government established
in Hong Yong made a determined attempt to
boycott Hong Kong, they could materially
reduce its importance, though it would still
retain much trade as an entrepot for trade
other than that with Canton. The establishment
of an expensive port at Whampoa would only
be one move, and not the most effective, in such a campaign against Hong Kong.
